Loan Officer And Mortgage Brokers Licensing Requirements In Ohio?

Why don't payday credit companies and other loan companies that provide loans over $5,000 and take under one's wing first & second mortgages in Ohio be required to have loan bureaucrat licenses & mortgage broker licenses? Does anyone know?
