Around rate of ARM interest is 5.125%. Would it better to go for 6.75% mortgage refinance at no closing costs, if I am planning to stay in the same house for next 7 to 10 years?

Hi, I bought my harbour in 2006 for $450k with no down. Interest rate for the first loan (80%) is 6.5% and I got the 2nd loan with 9.5%. Now the estimated home value is ~$400k. I grasp the interest rates these days are less than 5.5%. Can I get a refinance?

since alot of ppl is giving up their family,then wouldn't it be easier to refinance home mortgage???
